Human Resource Outsourcing (HRO) has evolved from a traditional cost-reduction approach into a strategic management practice that improves operational efficiency, provides specialized expertise, and enhances the strategic role of HR departments. In manufacturing organizations, where workforce capability, employee relations, productivity, and compliance are critical, selective outsourcing of HR activities can create significant organizational value. However, outsourcing may also create challenges related to employee trust, communication, organizational culture, and resistance to change. This study examines the strategic role of HR outsourcing and its impact on employee management in manufacturing organizations. A quantitative research design was adopted, and data were collected through a structured questionnaire from 200 manufacturing organizations in Pakistan. The findings indicate that organizations prefer outsourcing administrative and technology-based HR functions, such as payroll, recruitment support, and HR systems, while retaining strategic employee-focused functions internally. The study concludes that effective HR outsourcing requires proper vendor selection, cultural alignment, employee communication, and a balanced approach between external expertise and internal HR capabilities.
